Title 49 › Subtitle SUBTITLE VI— - MOTOR VEHICLE AND DRIVER PROGRAMS › Part PART C— - INFORMATION, STANDARDS, AND REQUIREMENTS › Chapter CHAPTER 325— - BUMPER STANDARDS › § 32511
States and local governments may only set or enforce bumper rules for passenger cars if those rules are exactly the same as the federal bumper standard under section 32502. A State may keep or enforce an older state bumper rule about a performance matter not covered by the federal standard only if it does not conflict with other federal safety rules and it was in effect on October 20, 1972. The U.S. government, a State, or a local government may require tougher bumper rules for vehicles they buy for their own use.
