Title 49 › Subtitle SUBTITLE I— - DEPARTMENT OF TRANSPORTATION › Chapter CHAPTER 3— - GENERAL DUTIES AND POWERS › Subchapter SUBCHAPTER II— - ADMINISTRATIVE › § 328
Creates a working capital fund for the Transportation Systems Center to pay for its research, testing, evaluation, analysis, and other approved work for the Department of Transportation and for other federal agencies, state and local governments, public authorities, private groups, and foreign countries. Money in the fund does not expire at year end, and Congress may appropriate money to it. The fund’s capital comes from four sources: appropriations; the Center’s net assets as of October 1, 1980 (including certain unspent advances with obligations before that date); value of property transferred after September 30, 1980 minus related debts; and donated property. The fund is credited with advance payments that must cover operating costs (including accrued annual leave and overhead) and equipment purchases, plus receipts from sales or property loss. Each year the Secretary must deposit any excess into the Treasury as miscellaneous receipts.
