The Secretary of Transportation must create a vehicle theft-prevention standard that follows the chapter’s rules. The rule applies to major parts that manufacturers put into passenger motor vehicles in lines named as high-theft, and to major replacement parts for those parts. The rule can only cover parts installed in vehicles with a model year later than the calendar year when the rule takes effect, and replacement parts made after the rule takes effect. The standard must be practical and give clear, objective criteria. It cannot force a factory-installed major part to have more than one ID. For replacement parts, it cannot require marking parts that are not meant as replacements, and it cannot require marks other than a maker’s symbol and a common symbol showing the part is a major replacement part. The Secretary may not require keeping records or filing reports except as allowed in sections 33104(c), 33106(c), 33108(a), and 33112.
