The Attorney General must create and run a National Stolen Passenger Motor Vehicle Information System by July 25, 1993. The system will be kept in the National Crime Information Center (NCIC) and will list VINs for stolen passenger cars and stolen car parts. For each stolen vehicle it must include the VIN, make and model year, the date it was reported stolen, the law enforcement agency that took the report, and part identification numbers when those are different from the VIN. The Attorney General must work with State and local police and the NCIC Policy Advisory Board to keep the data secure. If NCIC cannot run the system, the Attorney General must arrange for someone else to operate it and must set the system’s effective date by rule. The Attorney General must make rules so anyone planning to transfer (sell or move) a vehicle or part can check whether it is listed as stolen. On request, an insurance company, a person selling or distributing parts across State lines, or a vehicle repair business must be told right away whether a given VIN or part number is in the system; the Attorney General may require proof that the request is legitimate. By December 24, 1992, the Attorney General must form a 10‑member advisory committee (the Attorney General, the Secretary of Transportation, and eight appointed representatives from state and local law enforcement, the auto recycling, repair, rebuilder, and parts supplier industries, the insurance industry, and consumers). The committee must advise on the system and the verification rules and must send its recommendations to the Attorney General, the Secretary, and Congress by April 25, 1993. Anyone who acts in good faith under this section or under sections 33110 or 33111 is protected from civil lawsuits for money damages or equitable relief.
