The Secretary of Transportation must make rules that make it easier to handle applications for airline operating certificates under section 41102 and to change, suspend, or transfer those certificates under sections 41105 or 41110(a) and (c). The rules must give notice and let interested people file written evidence and arguments. A live hearing is not required. The Secretary may use the simpler process when it is in the public interest. The rules should, when practical, say the standards used to decide when to use the simpler process and how decisions are made. The rules may allow using written evidence and argument under section 41108(b) as part of responses that support or oppose issuing a certificate.
