The Secretary of Transportation can only give a U.S. citizen a certificate to operate as an air carrier if the carrier files an approved insurance policy or an approved self‑insurance plan. That coverage must pay for injuries, deaths, or damage to other people’s property caused by using or taking care of the aircraft, and the certificate ends if the carrier stops following this rule. The Secretary can also require a performance bond or other security, in amounts the Secretary sets, to make sure passengers and shippers are paid if the carrier fails to provide the promised transportation.
