Airlines must allow a passenger to check a stroller at the departure gate when the stroller is used to carry a child who is traveling on the same flight. An airline can refuse only if the stroller’s size or weight creates a safety or security risk. "Covered air carrier" means a U.S. or foreign airline as defined in 49 U.S.C. 40102.
