Only certain aircraft can be registered in the United States. An aircraft can be registered here if it is not registered in another country and is owned by a U.S. citizen, a foreign citizen who has been legally admitted to live in the U.S. permanently, or by a corporation set up and doing business under U.S. or state law whose aircraft is based in and mainly used in the U.S. Aircraft owned by the U.S. government or by a State, the District of Columbia, a U.S. territory or their local governments can also be registered. The Secretary of Transportation must define what “based and primarily used in the United States” means.
