Summary

The FAA must create and keep up a way for private aircraft owners or operators to ask that their plane’s registration number and other similar identifying details not be widely released or shown for noncommercial flights. Required physical markings must remain visible. The FAA may still share that information with or receive it from government agencies under a contract, subcontract, or agreement, including for traffic management. Within 2 years after enactment, the FAA must also let owners request that their personally identifiable information be kept out of wide release, including from FAA public websites. The FAA must run a program for owners to apply for a new ICAO aircraft identification code. Applicants must say they need it for safety or security. Approved applicants must follow registration rules and update the aircraft’s registration number and N‑Number to match the new ICAO code. Definitions: ADS‑B — automatic dependent surveillance‑broadcast. ICAO — International Civil Aviation Organization. Personally identifiable information — mailing/registration address; electronic address (including email); telephone number; and an individual owner/operator’s name.
