The head of the Federal Aviation Administration may give grants to colleges and nonprofit research groups to study and stop defects in aircraft parts, engines, propellers, and related items and to set up research centers for that work. The FAA must create a fair process for asking for, applying for, and reviewing proposals so grants go to projects that are relevant and have merit.
