A pilot in command must not let anyone who does not have both a valid private pilot certificate under 14 CFR part 61 and the proper medical certificate under 14 CFR part 67 touch or move the aircraft controls. If a pilot in command allows someone to control the aircraft in violation of that rule, the FAA must revoke the pilot’s airman certificate under section 44703. The phrase "pilot in command" means what 14 CFR 1.1 defines.
