Requires air carriers to use only aircraft dispatchers who hold the proper certificate issued by the Administrator of the Federal Aviation Administration. If the FAA Administrator, an authorized National Transportation Safety Board representative, or another federal agency asks, a working dispatcher must show their certificate for inspection. Air carriers must keep enough dispatch and flight-following centers to stay in control of every flight at all times. Each center must have enough dispatchers on duty, working equipment that is kept in good condition, and physical and computer security to stop unauthorized access. Carriers may not dispatch from other places except in an emergency or if a center is unusable, and then only for up to 14 consecutive days per location without FAA approval.
