The FAA must publish a proposed rule within 4 months after the FAA Reauthorization Act of 2024 is signed. The rule must create a performance‑based way for drones to fly beyond the pilot’s line of sight (BVLOS). It must set acceptable risk levels (including those from section 931), give standards for remote pilots and operators, and describe how drones and their parts can be approved or accepted. That approval process may use special airworthiness certificates or a manufacturer’s declaration, and may set limits on weight, energy, speed, altitude, or distance from structures. The proposal must also cover operating rules, networked information like remote ID, and safety measures for manned aircraft, including less maneuverable ones like hot air balloons. The FAA must issue a final rule not later than 16 months after the proposed rule is published. The agency does not have to restart or reshape any BVLOS rule efforts already underway when the Act was passed.
