The Administrator of the Transportation Security Administration must keep in force the rule in section 129.25 of title 14, Code of Federal Regulations that says foreign airlines must have a TSA‑approved security program. The Administrator cannot approve a foreign airline’s program unless it requires the airline, when flying to or from U.S. airports, to follow the same security measures that U.S. airlines serving those airports must follow. The Administrator may still require extra security steps for any airline if a specific threat justifies them. The Administrator must write rules to put these requirements into effect.
