The exemption only applies when the airport is served only by air carriers that meet all three conditions: they hold a certificate under section 41102; they fly planes with a maximum takeoff weight under 12,500 pounds; and any passengers or cabin property are screened under section 44901 at another Alaska airport before being boarded or loaded for a flight leaving Alaska.
