The TSA Administrator may, after talking with other federal agencies and Congress, set acceptable performance levels for aviation security like screening and access control. The Administrator may also give Congress an action plan with measurable goals and milestones. If an action plan is given, it must say what the TSA, the FAA, and any other agencies or groups are responsible for. Each year, under the Government Performance and Results Act of 1993 (GPRA), the Secretary of Homeland Security and the TSA Administrator must agree on a 5-year performance plan with measurable goals and steps to reach them. Each year the TSA Administrator must also send Congress a report that explains how well the goals were met and shows the year’s results compared to the plan.
