Within 3 years after the FAA Reauthorization Act of 2018, the Administrator must add and collect a surcharge on Civil Aviation Registry transactions done in person. The fee applies when the Administrator decides the task could be done as well or better online or by other remote means and the transaction is not for research or other non‑commercial activities. The surcharge can be no more than twice the maximum fee allowed for registering a non‑commercial aircraft after an ownership transfer under section 45302(b)(2). Money from the surcharge is treated the same as funds under section 45302 and follows the rules in section 45302(d).
