Collect civil penalties by suing the person, by suing the aircraft that has a lien, or by doing both, and use admiralty (maritime) court procedures when possible. If more than $20 is at stake, a party can ask for a jury to decide factual questions, except for penalties now set by the Secretary of Transportation that used to be set by the Civil Aeronautics Board; facts decided by a jury can be reviewed only under ordinary common‑law rules.
