The Secretary of Transportation can run demonstration projects to make it easier to get to air carrier airport terminals. Projects must fit regional airport plans paid for under section 13(b) of the Airport and Airway Development Act of 1970. The Secretary can do projects directly, by grant, by contract, or with another federal department or agency. Priority goes to projects that link an airport terminal to a nearby, operating regional rapid transit system, follow the region’s airport plan filed with the Secretary, and help people who live or work in the region reach and use the region’s airports more effectively.
