The Secretary of Transportation must set up a pilot program to help a State or local government buy development rights tied to privately owned public-use airports in that State. Grants come from funds apportioned under section 47114. Grants must be used so the airport stays available for public use and the State or local government must get an easement or other promise that the airport will remain public forever. Grants may cover up to 90% of the purchase costs. The Secretary will make rules for applying and for the recorded paperwork. The State keeps the rights unless the Secretary approves a transfer after finding it is in the public interest. Grants may be made for no more than 10 airports.
