Airport capacity enhancement project — building or extending a runway (including related land, taxiways, or safety areas) or other airport work the Secretary names that helps cut traffic delays. Airport sponsor — meaning given in section 47102. Aviation safety project — a project whose main goal is to reduce harm to people or damage to aircraft or property (as the Administrator decides), to carry out an NTSB recommendation (as decided by the Administrator), or to meet FAA airport certification rules in part 139 of title 14. Congested airport — an airport that accounted for at least 1 percent of all delayed aircraft operations in the United States in the most recent year with data and an airport listed in table 1 of the FAA’s Airport Capacity Benchmark Report 2004 (or any successor report). Federal agency — a department or agency of the U.S. government. General aviation airport construction or improvement project — runway work (and related items like helipads, taxiways, safety areas, aprons, or navigation aids) at general aviation, reliever, or non‑primary commercial service airports, or other projects the Secretary says help build capacity at general aviation airports. Joint use airport — a Department of Defense–owned airport used by both military and civilian aircraft. Terminal development — meaning given in section 47102.
