The FAA must competitively award cost-sharing agreements with organizations to develop and test CLEEN aircraft, engines, and jet fuels for civil airplanes. CLEEN means technologies that continuously lower fuel use, emissions, and noise, and the FAA must set performance targets for those reductions. At least 2 agreements must involve a small business (section 3, 15 U.S.C. 632) if its proposal meets FAA acquisition rules and the Administrator's technology‑readiness levels.
