Summary

By July 1, 1991, the Secretary of Transportation must make rules for a national aviation noise policy. The rules must follow this subchapter, require phasing out and not adding stage 2 aircraft, set dates for those actions, and follow reporting rules that were in place on November 5, 1990. The policy must be based on a detailed economic study of how the stage 2 phaseout date affects competition, including carriers' ability to grow capacity, airline and air cargo competition, service to small and nonhub communities, and new airlines trying to enter the market.
