When the Secretary of Transportation sends a plan to fund FAA operations to the Senate under section 274(c) of the Air Traffic Management System Performance Improvement Act of 1996, the Senate majority leader — for himself and the minority leader — or senators they pick must introduce a bill to carry out that plan within 15 days, not counting days the Senate is not meeting. That bill is sent to the Senate Committee on Commerce, Science, and Transportation, which must report it with recommendations within 60 days of introduction. After that, the bill goes to the Committee on Finance for 60 legislative days. "Implementing bill" means a Senate bill that changes law or adds new law needed to carry out one or more FAA funding plans. "Funding proposal" means a plan for interim or permanent money for FAA operations. These steps are added to the Senate’s rules and can be changed by the Senate like any other rule.
