Pipeline owners must run an ongoing public education program. It must tell people to call the one-call system before digging, explain dangers and signs of leaks or spills, give steps to stay safe, and show how to report an incident. Within 12 months after the Pipeline Safety Improvement Act of 2002 became law, each operator must review and update its program, include outreach to affected local officials and residents, and send the finished program to the Secretary or the State agency for periodic review. The Secretary may set standards and make materials to use.
