Last updated Apr 6, 2026|Official source

Summary

The Secretary of Transportation may give technical-help grants to local communities, Indian Tribes, and groups of individuals (not to for‑profit companies) to address pipeline safety, excluding facilities covered by Public Law 93–153 (43 U.S.C. 1651 et seq.). Most grants may not be more than $100,000 each, except for the special $1,000,000 award below. The first three grants must be demonstration grants of up to $25,000 each. The Secretary must set up competitive rules and selection criteria before any grants under section 60114(g) are made and must create procedures to make sure the money is used properly. Grant recipients must share technical findings with the relevant operators and encourage open communication. Grant funds cannot be used for lobbying, for or against a pipeline project, or to support litigation. The law provides $2,000,000 for each of fiscal years 2021 through 2023 to run the program, and $1,000,000 of that each year must be awarded competitively to an eligible applicant. Money for this program may not come from user fees collected under section 60301. Technical assistance — engineering, research, and other scientific study of pipeline safety and help to promote public participation on technical pipeline issues. Eligible applicant — a nonprofit public‑safety advocate with pipeline expertise that can help communities and was set up using funds designated for community service under section 3553 of title 18 for violations of this chapter.
