Within 6 months, pipeline operators (not distribution or gathering lines) must give the Secretary of Transportation map-ready location data for the National Pipeline Mapping System or data that can be converted, the operator’s name and address, a public contact, and any other location or technical data the Secretary reasonably asks for. Operators must send updates when their pipeline information changes. The Secretary may help state and local responders use the mapping data in emergency software, must keep and update every two years a map of designated high-consequence areas (places that must meet special pipeline safety rules), and must start a program within 1 year to teach responders how to use the mapping system. The Secretary cannot release the collected information except as allowed by the Freedom of Information Act (section 552 of title 5).
