Summary

The Secretary of Transportation must keep the latest pipeline response plan on file (response plan is defined in part 194 of title 49, Code of Federal Regulations) and must give a copy to anyone who asks in writing. The copy can leave out four types of information: proprietary data; security‑sensitive items (see section 1520.5(a) of title 49, CFR); specific response resources and tactical deployment plans; and the exact amount, location, and calculation of worst‑case discharges (see part 194). It does not require releasing records exempt under section 552 of title 5.
