Last updated Apr 6, 2026|Official source

Summary

Operators of underground natural gas storage facilities covered by section 60141 must pay a fee, and the fee must be collected before the end of the fiscal year it applies to. The Secretary of Transportation will set the rules for collecting the fee and can use other federal, state, or local agencies to collect it and pay them a reasonable amount for their work. Fees go into an Underground Natural Gas Storage Facility Safety Account in the Pipeline Safety Fund (see section 60301). Money from those fees can only be used for safety activities related to the covered storage facilities. No fee may be collected unless Congress has already provided the spending authority in an appropriations Act.
