Creates a National Transportation Library in the Bureau to help Federal, State, and local transportation officials. The library must have a director who is highly qualified in library and information science. The library must collect, preserve, and manage transportation information and products; help with reference and research; be the central place for the Department’s research and technical publications and for federal transportation data; lead policy and coordination on information access; provide services to the Department, other federal agencies, public and private groups, and individuals at home and abroad; work with other libraries and industry to build a national and international transportation information network; and do other tasks the Director finds necessary as resources allow. The Director must publicize and promote access to the library’s information to help the transportation community share data and to meet the access and statistics duties in section 6302(b)(3)(B)(x). To do this, the Director may enter into agreements, award grants, and accept funds from States, local governments, organizations, businesses, or individuals. Money the Library receives for products or services must be available to the Director, deposited in the Office of the Assistant Secretary for Research and Technology of the Department of Transportation’s general fund account, and remain available until spent.
