The Secretary of Transportation must urge each State to set up a freight advisory committee. The committee should include a mix of public and private freight stakeholders such as ports and railroads (if present), shippers and carriers, freight associations, logistics companies, industry workers, state and local transportation and planning officials, environmental or air agencies (if present), economic development agencies, and nonprofit or community groups. Members must have relevant experience (for example in business, freight logistics, planning, representing workers, government, or community groups). The committee will advise the State on freight priorities, projects, and funding; serve as a forum for freight mobility decisions; share information between public and private groups; coordinate regional priorities; and help develop the State’s freight plan and investment plan.
