Owners or operators of private planes or boats may pay up to $25 for an inspection or quarantine worker when the work happens on a Sunday, a holiday, or between 5 p.m. and 8 a.m. on a weekday and is tied to arriving in or leaving the United States. The workers can be from the Department of Agriculture, the Customs Service, the Immigration and Naturalization Service, or the Public Health Service (including a contractor doing inspection work for Public Health). If an officer on regular duty is already available at the arrival or departure point, the owner does not have to pay for work done between 5 p.m. and 8 a.m. The agency head must collect any payment and put it into the Treasury, crediting it to the agency’s account. “Private aircraft” — a civilian plane not used to carry people or goods for pay. “Private vessel” — a civilian boat not used to carry people or goods for pay and not used for fishing or fish processing. If an aircraft needs inspection or quarantine during regular service hours on a Sunday or holiday, the owner must reimburse the agency only to the same extent as for those services during regular weekday hours. The agency may not charge administrative overhead for inspections at an entry airport. This subsection does not require reimbursement for certain customs costs described in section 13031(e)(1) of the Consolidated Omnibus Budget Reconciliation Act of 1985 (19 U.S.C. 58c(e)(1)).
