Defines the main words used in the chapter. "Administrator" means the Administrator of General Services. "Advisory committee" means a group (like a board, panel, council, or task force) set up to give advice to the President or to federal agencies; it can be created by law, by the President, or by an agency. It does not include groups made only of full‑time or permanent part‑time federal employees or groups created by the National Academy of Sciences or the National Academy of Public Administration. "Agency" has the meaning in section 551 of this title. "Presidential advisory committee" means an advisory committee that advises the President.
