The head of each agency must create clear, consistent rules and controls for any advisory committees the agency uses. Those rules must follow the Administrator’s directions in sections 1006 and 1009. Each agency must also keep organized information about every advisory committee’s purpose, tasks, and how it operates. Each agency must pick an Advisory Committee Management Officer. That officer must oversee how advisory committees are started, run, and what they accomplish. The officer must collect and keep the committees’ reports, records, and papers while the committees exist. The officer must also handle, for the agency, the requirements of section 552 of this title for those materials.
