Defines key words used in this part of the law. A charitable organization is one described in 26 U.S.C. 170(c). An honorarium is any money or thing of value given to a Senator, Representative, Delegate, Resident Commissioner, or a government officer or employee for an appearance, speech, or article (including a series) tied to their official work or given because of their government status; travel costs for the person and one relative are not counted if someone else pays or reimburses them, and any travel costs not paid must be subtracted from the honorarium. Member means a Senator, Representative, Delegate, or Resident Commissioner to Congress. Officer or employee means a government officer or worker, but not a special Government employee (see section 202 of title 18). Travel expenses mean transportation plus hotel and meal costs while away from home or main workplace.
