Each agency head must make sure the agency improves how it delivers services. The goal is to help the agency meet its mission and keep public trust, openness, and accountability. Within one year after this subchapter is enacted, each head must name a senior official (who can be the deputy head) to carry out these duties. That official must report straight to the head or deputy, have enough authority to make changes especially for major services, coordinate and run improvement efforts with other agency staff, submit an improvement plan when directed by the Federal Government Service Delivery Lead, collect and use required data, work with other offices and agencies, help apply the 21st Century Integrated Digital Experience Act (15 U.S.C. 3501 note; Public Law 115–336), and include these service goals in agency plans.
