The FBI Director can set up and train an FBI Reserve Service to temporarily rehire former full‑time FBI employees during emergencies. Membership is limited to earlier full‑time FBI staff and to no more than 500 people. Rehiring for a given emergency is limited to 180 days unless the Director decides the public interest requires more time. People who are rehired and already get a Civil Service annuity keep that annuity. Those rehired are not treated as federal employees for the retirement and disability rules. Rehired Reserve members do not count against FBI staffing limits. The Director can pay travel and per diem for related training.
