Each agency listed in section 401(1) must have an Office of Inspector General. The Department of the Treasury must have two offices: the Office of Inspector General of the Department of the Treasury and the Treasury Inspector General for Tax Administration. Those offices must be independent. They must run and oversee audits and investigations of the agencies' programs and operations. They must lead and recommend ways to make programs more economical, efficient, and effective and to prevent and detect fraud and abuse. They must keep agency heads and Congress fully and up to date about problems and about needed and completed fixes.
