A wage-survey pay increase for prevailing rate employees must take effect by the first pay period that starts on or after the 45th day after the survey is ordered, not counting Saturdays and Sundays. Retroactive pay is allowed only if the person was in federal or D.C. service (including the armed forces) when the order was issued, or if they retired or died between the increase’s effective date and the order; it covers only work done during that period.
