Agencies may give a new hire an advance of basic pay for up to 2 pay periods. An agency may also give an advance for up to 4 pay periods to an employee who is moved to a job outside their commuting area that is in the United States, Puerto Rico, the Northern Mariana Islands, or other U.S. territories and possessions. The advance is paid at the employee’s starting pay rate. Agencies must review accounts and correct the amount later if the employee’s lawful pay should have been different. The United States or the District of Columbia can recover any overpaid advance from the employee or their estate by withholding pay, retirement credit, or other legal methods.
