The rules in this subchapter, chapter 7, and sections 1305, 3105, 3344, 4301(2)(E), 5372, 7521, and the parts of 5335(a)(B) about administrative law judges do not cancel or cut back other legal duties. Unless another law says otherwise, rules about evidence and procedure apply the same to agencies and to people. Agencies may make rules or take actions they need to follow these requirements. A later law does not change these rules unless it says so clearly.
