The government will pay travel costs only up to the price of the cheapest first‑class ticket for the kind of travel used. It can pay more only if rules under section 5738 certify that either those cheapest first‑class seats aren’t available or a private compartment or other special space is needed for security. For steamship travel between Hawaiian islands, the payment is limited to the steamship fare that is as close as possible to the cheapest first‑class fare on trans‑Pacific ships.
