The FBI Director, after talking with the Director of the Office of Personnel Management, can give an employee a retention or relocation bonus in individual cases. That can happen if the employee has rare qualifications or the FBI urgently needs their services and would likely lose them without a bonus, or if a worker on a mobility agreement is moved to a different area with a shortage of critical skills. The employee must sign a written agreement saying how long they must stay and the rules for leaving early, including any payback. The bonus may be paid all at once or in parts, cannot exceed 50 percent of the employee’s annual basic pay, and does not count as basic pay.
