If an employee in a foreign country does not get free government housing, the agency can pay one or more housing allowances. It can pay a short-term living allowance to cover reasonable costs of temporary housing, meals, and laundry for up to 90 days after first arriving at a new post (or until the employee moves into permanent housing, whichever is shorter), and for up to 30 days just before final departure after an evacuation. It can also pay a living-quarters allowance for rent and utilities (rent, heat, light, fuel, gas, electricity, and water). In unusual cases, the agency may pay or repay extra, necessary costs to make initial repairs or improvements to a rented residence if the agency approves them in advance and the lease terms make the payment reasonable. The 90-day and 30-day periods can each be extended by up to 60 more days if the agency head or someone they appoint finds there are compelling reasons beyond the employee’s control to stay in temporary housing.
