The Administrative Conference of the United States may study how well federal agencies run their procedures and make recommendations to agencies, the President, Congress, or the Judicial Conference. It may help agencies share useful information, gather data and publish reports, and make agreements with agencies to carry out these tasks. It may also help other countries improve their procedures, but only with approval from the Secretary of State, the Administrator of the Agency for International Development, or the Director of the United States Information Agency, as appropriate. Foreign help is limited to analyzing procedures, training foreign officials, and designing or improving systems when Conference members have relevant expertise, and it must be paid for in full, covering all direct and indirect administrative costs.
