The Assembly is the full group of Conference members when they meet. It has the final say on what the Conference does. The Assembly can approve recommendations to improve how government agencies run things. Any member who disagrees can put a written dissent and an alternate idea in the record, and those must go out with the recommendation. The Assembly also makes rules for how the Conference works and can set up committees to study issues and write recommendations. The Conference has a Council made up of the Chairman (who leads it) and 10 other people chosen by the President. No more than half of those 10 can be federal agency or department employees. The President can name a Vice Chairman who fills in if the Chairman is away. Council members serve 3 years and may keep serving until a replacement is picked, but they must leave if a job change makes them ineligible. The Council sets meeting dates and agendas, must call at least one full meeting a year, proposes rules for the Assembly to adopt, reviews committee reports, names officers, approves the Chairman’s budget plans, and does other tasks the Assembly gives it. The Chairman is the Conference’s chief executive. He can ask for studies, speak for the Conference, request agency information allowed by law, suggest work topics, appoint committee members with Council approval, prepare budgets, hire and pay staff, rent office space, run or contract studies (including hiring experts at pay no higher than the top GS‑15 rate), use other agencies’ help, accept gifts and unpaid volunteer services, advise agencies on request, and carry out other powers the Assembly or Council give him.
