Agencies may create flexible work schedule programs. These programs set hours and days when employees must be at work, and times when employees can choose when to arrive and leave or, if allowed, earn credit hours to shorten the workweek or another workday. If the agency head finds the program is seriously disrupting work or adding costs, and subject to any written agreement in section 6130(a), the head can limit arrival/departure choices, limit credit hours, or remove employees or groups from the program.
