The Office of Personnel Management (OPM) must write the rules needed to run the programs covered by this part of the law. OPM must also give agencies educational materials, technical tools, and help so they can set up and keep these programs. OPM must check agency programs from time to time, especially to see how they affect six things: government efficiency, mass transit and traffic, energy use, public service, opportunities for full- and part-time work, and employees’ job satisfaction and nonwork life. For workers at the Library of Congress, the Librarian of Congress will do the OPM job. For the Government Publishing Office, the Director of that office will do it. For the Architect of the Capitol and the Botanic Garden, the Architect of the Capitol will do it.
