An employee can ask their agency in writing to move some of their annual leave hours to another employee who needs them, following the agency’s leave-transfer rules. In one leave year, a donor can give no more than one-half of the annual leave they would earn that year. If the donor would otherwise lose leave at year end, they can give at most the hours left in the leave year (on the date of transfer) that they are scheduled to work and be paid for. The donor’s agency can waive these limits if it does so in writing. The Office of Personnel Management must make rules for transfers when the donor and the recipient work for different agencies.
