Heads of certain intelligence agencies must create rules so employees can give unused annual leave to coworkers who need more time off because of a medical emergency. Excepted agencies are the CIA, DIA, NSA, FBI, NGA, and any other executive agency the President picks that mainly does foreign intelligence or counterintelligence. The head of each excepted agency means the agency’s director, or for any agency or unit the President adds, the agency head or the person the President names. Each agency must set up a leave-transfer program for transfers inside that agency. The program should follow the rest of the leave rules when possible, and protect intelligence sources and methods. A head may also allow employees to join the standard cross-agency leave-transfer programs so leave can move between agencies. When asked, the Office of Personnel Management must give advice and help to set up and run these programs.
